Default Aspen radiator (?) fan keeps blowing - draining battery

I have a 2009 Aspen Hemi Hybrid Limited.
The fan (presumably radiator) is blowing after the car shuts off. When the doors are opened and keys inserted into the ignition, it stops.
This constant blowing is also draining the battery.
I understand it could be a fuse issue or a bad relay. Any other thoughts? If a bad fuse/bad relay how do I go about fixing that or troubleshooting?

a fuse is a load protection device like when a short to ground is present a fuse will not keep something on. relay is
