Brake lights work when headlights on

Brake lights work when headlights on
We have a 2006 Chrysler Pacifica, the brake lights don't work when the brake pedal is pressed unless the headlights are on. Lights were checked and are working. Could it be the brake light switch or does anyone have any other suggestions as to why the lights would work when the headlights are on but not when the headlights are off?
