Default Gas filler

My girlfriend has a 2005 Pacifica. She says that the check engine light has been on sence she got it 3 years ago. She said that she has had it checked and cleared the codes. But it still come back. How ever she had check the codes told her it's her gas cap. The other day I went to put gas in it and you have to do it very slow cause the fuel backs up in the filler neck. What should I be checking for to fix this problem and would this be the reason she keeps getting the same code over again?
Thanks for your help.
Jerry

P1861-siphon line disconnected

possible causes
good trip equal to zero
visually inspect fuel tank
fuel level signal circuit shorted to ground
fuel level signal circuit open
ground circuit open
internal inspection of the fuel tank and siphon hose
fuel level sensor

Here is a snip from an online collision parts catalog. Our pro's can weigh in, but look at item 7 in the picture. The catalog calls it the vapor line, but I think it and "siphon line" may be synonymous. I believe that line is a vent that allows air/vapor to leave the tank while the fuel is going in. I would think that line is clogged or crimped such that air cannot escape - much like you cannot pour fuel out of a plastic tank into your car/lawn mower without opening the vent. I am not sure the best way to clear that line, but I would think that is at least part of the problem.

By the way, that is from Chrysler parts direct, in their collision catalog under fuel system.

Google Chrysler Service bulletin ..14-001-09 REV. A.

It goes step by step into troubleshooting this exact issue.

I would tend to agree with CT...you will probably be replacing a tank.
