Default Pacifica 2007- Plenum Manifold and Actuator

I went to dealership for a oil change, yearly inspection and engine light. The service department informed me that I have to replace Plenum Manifold and Actuator - the cost is $1200. This is out of my budget and the car is running fine. Wondering how important is this part ? I need to have this fixed to have car inspected and wondering any potential least cost effective approach?

I find on the web that this is continuous issue with this car and ? this be a Chrysler factory recall issue. The service department told me that this cannot be fixed by reprogramming. PLEASE HELPPP

I asked the dealership that if this could be taken care of with the software update and they said it didn't take care of the issue.

They said they tried to update the software and recommended for a replacement of Plenum Manifold and Actuator. The engine is 4.0 (last 8 vin 7r173543). What I don't understand is that if the issue was the short runner valve then do I really need the manifold and actuator? Would it be possible to change the actuator itself and if that would take care of the issue?
I also found a plenum manifold on ebay but the part # is P04892509AA and the dealer said the part # that I need is 68049742AA. Wonder if that would be compatible to use in my car? It is cheaper and used...cost effective.

The software update didn't clear up the issue per dealership...but also feel that they are trying me to sell me the replacement of the part which is costly.

Actuator is available by itself....and can buy it online as well. Should this take care of the short runner value issue and the engine light?
Is dealer the only one that can update the software in the car....for some reason I have a feeling that they are trying to sell me the part rather than updating the software ..after they say they did attempt to update the software.
