Default sticky intake short runner valves

Hi, this is my first Chrysler ( PAC 2006 AWD ). i just bought this car for a very reasonable price but there is a couple of repairs to put on it . I hooked up a scanner yesterday cause i have a problem with the performance , under 4000rpm there is a lack of power . So i replaced the plugs , injectors and cleaned the upper intake manifold. No change , and with the scanner i activated the short runner valves and realised they cant travel full course , only about 1/8 , so i unpluged the link and travelled it manually and it is sticky ... has enyone had this problem ? has enyone tried removing these valves ? can i replace the plenum with one from a charger or something else that would give me more punch ? How can i make sure that the intake tune valves a working well ( i can hear the sound of the selenoid with the scanner , but how to see if they work ? )
