Default Cold air from the floor

The side face vents and floor vents blow cold air when the heat is on hot. The defrost and middle face vents blow hot. Radiator and engine cooling system were flushed. Both hoses to the heater core are hot when at running temperature, so I don't think it's that. Any ideas? Thanks!
