Default PT Cruiser tail light assembly

I have a 2005 PT Cruiser, when I had to replace the tailight bulbs the lens assemblies won't go back in place securely, they were initially taped in place by the previous owner. I git new assemblies for both sides and the only thing securing them into place is 1 lonley screw at the bottom, there are metal clips on either side of the lens but they don't serve a purpose in holding the lens securely in place. The car won't pass inspection (here in Virginia) like this or with tape holding the top portion of the assemblies in place. Does anyone have a solution to this problem?

The 2 metal clips are necessary to hold the lamp in place. It needs to be determined why they do not contact the metal lip around the opening. Check out this video to see the flares in the opening and where the clips attach.

Try bending the clips to spread them wider apart and have them hold with a little more force.
