Rear seat bottom release question

On one side of my rear seat, when the back is folded down the lower seat latch which is used to flip the seat up and forward does not release. It pulls but nothing happens. The other side works well. While this is not something urgent I'd like to have it functional. I do have the factory service manual and can't find anything about it in there.
Does anyone know of a way to release that latch? Just asking.
