Default stumped?

Hi everyone, have a problem 2004 PT Cruiser (Turbo) lets start from the beginning. bought this a year ago not running great condition 137k ton of new parts. ended up replacing the computer due to a cooked chip. pulled the head, reseated the valves replaced the lifters. redid the timing 2x (first time was off 1 tooth). still had issues at idle. had to put it in back burner for a while. Well got back to it now and wanted to ask any techs for advice. seams to be running rich at low rpms missing hesitates at low speed. scanner shoes TPS working smoothly (volt meter verifies) but the Map sensor reads 14.7 PSI before starting and about 7/10 at idle.running rough. I took it out on the road and until it hits about 2000rpm runs rough, after that runs great. never get any type codes but cant figure this one out. does anyone have to specs to check the Map sensor with a volt meter? I know orange is 5v / dk grn is sig/ third wire blk? is grd. but I seem to be getting 5v on both org and blk wires. any suggestions? also had Myckee (great Guy) check my PCM said all was good
abit more on what had been replaced before I bought it
new turbo
new cat
new coil
both O2 sensors
TPS sensor
any help would be great

Thanks to all that read the post. I do have an update.
after driving the car again I started getting the temp sensor code. so I pulled the top mount and plugged the old sensor in (uninstalled) started the car and it ran perfect. pulled the ecd sensor and installed the old one. now the car starts runs smooth. once I installed the ecd the car starts runs smooth but dies like running out of fuel. checked fuel pressure and its good stays about 55/60 psi. will replace the old sensor and update if anything else is found
