Default Theory of Operation 2008 PT Cruiser

The brown wire from the PCM C3 pin #37 fuel pump relay to the TIPM C2 #pin 4. What is the output voltage? How does this Function? What am I looking for when monitoring?
Currently we are seeing continual 9.9volts-10 volts before you start the vehicle. When you start the vehicle it drops to below 1 volt and the car is still running

pcm to tipm fuel pump now has no relay in tipm its controlled via computer. SO the voltage you see is just telling the TIPM to turn on the fuel pump via tipm thats all .
Basic voltage principle 12 in 0 out.
