Default 07 Town and Country Difficult A/C problem

I have a 2007 Town and Country that is having a/c problems. The air blows cold so I know the refrigerant is fine. The issue I am having is that it will not blow out the panel (face) vents. It is a single zone unit and I have checked the actuators. The mode actuator and blend actuators both work just fine when I take them off to test them. The mode door spindle spins freely when turned manually by hand. Even when turned manually by hand the air gets diverted to the feet and blows fine and can be diverted to defrost and it blows fine, but when diverted to the face hardly any air comes out of the vents, and no air at all on the passenger side. Could there be something clogging up the ducts that is preventing air from escaping to the face vents? I need help this van is driven by three 80 year old men and it has been around 100 degrees outside. I have been working on this for days and do not want to take the dash out to check out the duct work unless I really have to.
