1999 Voyager PCM/Cluster or not?

Default 1999 Voyager PCM/Cluster or not?

Hi, 1999 Voyager 3.3L 165000 miles darn near trouble free. Went to start it the other day and nothing happened.
Relays are clicking but no turn-over.
Brown wire to starter IS NOT getting power.
All fuses/relays appear good.
Did the dash self-check and get code 940 before 999.
Have no issues with dash or gauges.
Tried pounding on dash - nothing.

any thoughts?

The relay can click yet still be bad. Swap out the starter relay with something you know that is working like the...horn..that's usually my choice.

Thanks for the replys:
TNtech - yes i switched relays to no avail...
Merlin - relay appears to be good...

I jumped relay pin #30 to #87 and the starter turns (with key off)
I jumped them with key on and the starter turns but no spark (won't start).

Voltage at pin #86 is almost 12V...

Is replacing the PCM the next step?

The relay can't be clicking then, Sound like the immobilizer is on.
