One would assume you've done the "key-dance" to check for errorcodes? If codes are present, this could point you to to root of the trouble.
Also, if nothing shows from errorcodes, check if you have a dodgy warning switch on brake master cylinder, the one that would indicate low brake fluid. I think of this one as you say the blinking brake light comes on immediate without engine running.

What do you mean key dance? I only have turn the key on, not all the way so engine starts and the brake lamp starts to blink and i have tryed to change the master cylinder with the switch that you are telling without any help. I have made a video on youtube link is here:

The "key-dance" is a means of accessing errorcodes from the micros without the need for a codereader hookup to the diagnostic socket. It involves switching the ignition on and off I think four times (there are PLENTY of instructions on this website how to do) and viewing the mileometer to see the code(s) -- a nice touch from Chrysler.

I've had a look through some drawings and there are a few points to test

Test the voltage from C2 pin 1 and c2 pin 8/9 (manual or automatic) and that should be a steady votlage, but most likely it's going to be the combined flasher module given the regularity of the flash.

Sometimes if a element is faulty but still works,the system goes to fault mode.

Tryed to find how to do key dance for Voyager 1999 without luck, i have tryed to switch ignision 3,4,5 times without luck maybe im doing someting wrong..anyone who knows?

Doubt the key dance will show anything useful for this fault. It will give you the P codes, but not the body, chassis, abs, chassis etc.
