Default Drain and Refill Coolin System

When draining the cooling system of a 2005 3.3, how do you know if the heater(s) are drained? I only got about 12 quarts from the radiator and the block. It's supposed to hold about 20 quarts.

u will only get whats in the radiator not the engine

Default

I removed the two drain plugs and drained the block. My owners manual says that the capacity is 13+ qts but service manual has a larger number.
