Default Exhaust problem

I have to replace the tailpipe on my voyager and I have a slight problem. The company that replaced the exhaust welded the tailpipe to the muffler, fortunately the pipe broke of right at the weld. The pipe is badly rusted out, so it does need replaced. Because of the situation I have two questions:

- the replacement pipe seems like it should slide into the out pipe of the muffler, but I thought that up-flow pipes always fit into the down-flow pipe - am I wrong?

- regardless of which way the pipes fit, I need to expand one of the pipes to fit properly - how much can you expand a pipe before being concerned with stress cracks?
