Default Got a P0123 code

I have a P0123 code and am not sure how to fix it. (3.8-2002-town and country) It give me a 4.5 volt reading when the throttle is closed and i understand that it should be .5 volts. And when i turn the throttle to WOT there is no change. (Put a new sensior in, no change) There is good continuity for all 3 wire coming out of the TSP sensior to the PCM. Not sure where to go from here. The car runs and drives, but has stalled in the past due to this problem.

Still working on this problem, the car is running now and has yet to stall sence I cleaned all the sensiors (O2, TPS, and MAP) but the reading are still all the same, and the P0123 is not going away. Really stumped---Starting to think of changing the harness, but still not sure if thats going to do anything! Would really like so help here.

(Forgot to add to the last reply)
Also I noticed that my cruise control has stoped working, could this be apart of the same fault, or do I have a whole new set of problems?
