Default HELP!!! cooling fans won't turn on!!!!!

I have a 2005 town and country 4.8L and the cooling fans won't turn on unless my coolant temperature sensor is unplugged. I have done a lot of work on cooling system but this one has me stumped. My ECT or engine coolant temperature sensor is fully functioning but for some reason the computer has a problem telling the fans to come on. So I'm guessing its the fan control module( a gray box with poles on the top of it) mounted on the front number in front of the radiator.

I want to know what you guys think is the problem I have I'm used a multi meter to make sure my ECT wires have continuity. And fans do work but only at high speed and only when the ECT is removed.

Fans not coming on with either a warmed engine or A/C on?
