Default Losing Coolant

UK Model - 2000 Grand Voyager 2.5TD LE.

The engine is losing coolant. There don't seem to be any leaks, other than when left on the driveway overnight there is a damp patch . When I look underneath this patch appears to be created directly underneath a small rubber tube coming down from the rear of the block. The tube is definitely dripping coolant, not oil.

Does anyone know where this pipe comes from? And what is it's purpose?
