Default Parking light low illumination / Instrument panel light

I have a Grand Voyager in 1998 with two problems:

- The instrument panel lights does not lit. I have checked the fuses and they are all ok. Warning lights, radio and miles/km counter lits up as normal.
How should I proceed to get it going?

- Parking light illumination is low. The white parking lights at the front and the two lower rear lights = extremely low illumination. This is when I turn on the parking light position on light switch.
When I start the car (the starter ok = probably not battery problem?) even the two rear lights at the top of the rear lights light up . It illuminates various strong but still much stronger than the bottom lights which still are just glowing as well as the front parking lights.

Would be very grateful if someone can help with this two issues!
