1998 T&C. 3.8L

I have replaced the power steering pump. The problem remains that the power steering comes and goes. I have noticed that when I turn the wheel to the stop to the right I feel and hear a "bump". After that the power steering goes out for a time. After I drive it for a while the power steering returns. I am also hearing a bumping noise from underneath the front floor while driving and hitting bumps in the road.

I am leaning towards a new rack, but I wopuld like to hear any other options before diving in to that kind of pain.
