Default Power Tailgate - Grand Voyager 2002

Afternoon all, When pressing the power tailgate button on either remote or button inside car, its unlocks so you can hear some part of the mechanism work, but it does not actually open up all the way, just unlocks it, is this the motor?

Chrysler Tech, it does actually unlock from the latch ok, it just does not life the tailgate up itself, would that not be down to the motor?
