Replaced pads and rotors, dust causes whistling noise.

Default Replaced pads and rotors, dust causes whistling noise.

2002 Chrysler Voyager 3.3L V6
190k miles 1st brake job

I bought these pads:

And these rotors:

At the end of braking at low speeds the brakes sometimes make a quiet or very loud whistling/squealing noise. The rotor surface has a lot of brake dust and after cleaning the noise goes away for the first brake. The brakes also sometimes makes a popping noise initially when stopping at ~30mph.

Are the brake pads/rotors causing the excess brake dust, or is it the old caliper?

(Copper antiseize was put on backs of pads and hardware, silicone paste on caliper guide pins, rotors were cleaned with brake cleaner, pads may not have been bedded properly on first drive)
