Unhappy at wits end with shock plate bolts

Hello Everyone,

My mother has a 2008 town and country limited I believe. I was trying to do some stuff on it and decided to try the rear shocks again. The passenger side while tough was able to get everything off and replace the shock. However the driver's side has been a whole different story. I was eventually able to bust the shock free from the mounting bracket and frame so all good there. However you have to drop the plate that attaches to the vehicle in order to be able to get to the bolt on the shock. As I said that part is fine but the plate itself is held up by 4 bolts, and everyone of them sheared off and I am having a humdinger of a time getting them out. Two of them I broke extractors off in, I've broken 4 titainium drill bits and so far 1 m35 Kobalt bit and I am at a loss on what do to next.

Any suggestions would be welcome.

She don't have money to have a mechanic do anything to it.
I do not have welding equipment nor do I know how to weld and no one around seems to be able to do that as well.

I have used multiple lubrication products from a you tube mixture of acetone and trans fluid, wd40 and pb blaster and nothing helps. In fact one of the extraction bolts fits in the hole drilled in all the way to the end and it still will not break the bolt free from the frame rail.

This was a michigan/ohio vehicle before coming to florida so yeah there is a fair amount of rust on it.

I hope somene hwere can give me insights on what to do.

Thanks
Ryan
