2000 Cirrus - Whine Issue

Default 2000 Cirrus - Whine Issue

Good morning (afternoon/evening)

I had the oil changed in my Chrysler cirrus 2000 yesterday and ever since the oil change I have had a high whine at speeds from 95 - 125 or rpms of 2.5 + in 4th gear.

Cirrus Lx
2.4 l
70,000 total kms
tans fluid is full and a good colour.
little/no rust
lightly driven
half city, half highway
2 total owners
garage stored
well maintained

Was wondering what you guys think the issue might be?

I checked the oil level, and it is slightly overfilled ( 4.5 litres in its 4.25 litre capacity)

other thoughts:
maybe an improperly installed oil filter?
maybe oil got spilt on a belt?
maybe the issue is not related to oil change?
clump of grime got loose during oil change and is now causing whine?
