0128 code 2014 town and country

Default 0128 code 2014 town and country

Had the vehicle a couple weeks. So far like it. But today it threw 0128 with check engine light on. I'm a diy guy as much as possible. The code refers to coolant below tstat regulating range or something like that. Not sure what that is. The temp on the vehicle info center and obd are matching at what I would deem to be normal operating temps. 195-203.
I am also puzzled as to why when I cleared the code, the cel did not turn off at all, as it normally does on any other vehicle that I have used obd with, it remained on and the 0128 still shows as a pending fault, despite clearing on the torque app obd.
So... what's up with that code and why doesn't it refresh? Thanks in advance for any help.
