07 blower motor

Default 07 blower motor
Heater blower motor on my son's 07 Sebring barely blows at idle, works fine as he speeds up. It started doing this after he replaced the air circulation filter. actualy there wasn't a filter in there so he put one in. Was wondering if any one has had this problem. TIA...

Update....Bad blower motor caused by the condensation tube being plugged up and getting the blower motor wet.....
