Low Beams stopped working (non HID)

Default Low Beams stopped working (non HID)

Can someone please give me some advice. The low-beams on my 2005 Pacifica have both stopped working. All other lights work normally. I have checked the bulbs and the BCM fuse. I put my voltmeter on the headlamp plug and was only reading 4v - that was with the headlamps switched on or off. I am figuring that it is either the ballast or the switch itself. Where is the ballast module located? Or does anyone have any better 'brighter' ideas (no pun intended).

4V indicates high resistance someplace, I would first check the ground, because a loose ground will cause excessive resistance. Also your switch, internally could be faulty, it is not uncommon
