Default Power Steering Pulley and Pump Shaft

Replacing the power steering pump and pulley on my 1991 Chrysler New Yorker fifth avenue 3.3l.

Got the transmission rebuilt not to long ago and the transmission shop said I needed a new pulley. They replaced it and after they did, the belt hangs over on the lip of the pulley. Put a new belt on and as soon as I started it, it went over the lip again. Using a straight edge, I realized the power steering pulley was not lined up with the other pulleys. It was as if the shop put the pulley on to far and that the pulley needs to be brought back just a little bit. Ordered a new pulley from the dealership, original OEM part. Inside the package was a spacer and instructions that told me to put the spacer between the pulley and the pulley installer and it is critical to do so because of pulley alignment and to stop pressing the pulley on until you can’t turn the installer anymore. Did everything it told me to.

After using the spacer when installing the pulley, the pulley doesn’t go all the way onto the shaft of the power steering pump. It’s seated on there a little over half of the way. There’s still a lot of space left on the shaft for it to go on. The shop had my old pulley pressed all the way on and the shaft was flush with the end of the pulley. The oem pulley I bought from Chrysler is bigger than the pulley I had on there. My question is, does the pulley have to sit flush with the shaft and be installed all the way on? Because it’s kinda a big amount space left on that shaft and I used the spacer the was provided with the pulley and did everything the Chrysler instructions told me.
