Problems with RPM

Hi
I own a Chrysler Daytona Shelby 1989 with 2.2 Turbo. I bought it two weeks ago and since that time it does not go over 4000 RPM. Is there any kind of blocking device or some motor problem that causes this?

Well, i fixed check engine light and yes, now it glows all the time. I got error codes 23, 34 nd 47!
