Whining noise 3.3L Chrysler Voyager 2000

I just bought a 2000 Chrysler Grand Voyager with a 3.3L engine. Most everything is OK except there is this noise.
If the link works, it's a short video recording of the noise. I suspected the power steering pump, but the person who sold me the vehicle said a knowledgeable person thought otherwise. It follows the RPM of the engine. If the link doesn't work, I'll repost it somewhere. Please let me know.

Have you checked the serpentine belt out? Might be worth also checking the pulleys and tensioners at the same time.
I would imagine the power steering pump would only make the noise when it's actually "active" i.e. the wheels being turned not constantly which leads me to the belt area.
