1937 Chrysler Royal bumper guards
I remember those things. They were there to try to prevent bumpers from getting "locked". Bumpers would get locked when the car in front slammed on his brakes and the nose dived down while the rear rose up. Car behind would do the same and his front bumper would go under the other rear bumper and catch there. When that happened you would see guys standing on the bumper, bouncing it up and down trying to "unlock" the bumpers. You never see that nowadays. Good luck in your quest.
