2007 Town and Country blinker issues

Default 2007 Town and Country blinker issues

I have a 2007 Town and Country that both the left and right blinkers will not light up front and back. The hazards are not working as well. I have brand new bulbs in the front and had to replace the rear right housing and bulbs about 4 months ago.

I have checked the ground connection under the battery and it is fine. When testing the bulb sockets I noticed I have about 10v on the passenger front turn signal when the car is completely off. All other sockets do not have voltage.

The indicator lights on the dash function properly when turn switch or hazard switch is engaged. It look to me that there is a relay that is stuck open, but from what I have read the relay for this is integrated into the TIPM. Does that mean that I need a new TIPM?
