Default 2001 Sebring LXi Coupe - heater control unit

Apparently I need a new heater control unit!?
The problem is: When the dial is set at low (1) and A/C is turned on, it works but fan blow very low, when dial is set at 2,3 or 4 the fan blows as it should but A/C kicks out completely.
I am told I need a whole new heater control unit, a/c relay & resistor.
Does this sounds right??

I think you need a new mechanic.

A/C systems are very complex with several sensors and relays and the body computer controlling the operation. There's no way to diagnose your system over the internet.

Your coupe was built by Mitsubushi. Find an A/C mechanic who is familiar with Japanese cars.

If the fan works on all four speeds, then the fan resistor is fine.
