Default 1997 Caravan 3.3l no start & code P1695

The instrument cluster is also dead during these no start conditions. Does this indicate a problem with the cluster causing the no start issue?

Default Problem solved!

Found some bad solder joints behind the instrument panel.

Look for some discoloring in the large light blue resistor.
