94 New Yorker Quit On Highway

Default 94 New Yorker Quit On Highway

I picked up this car about 3 months ago and have been driving it right along. The other day I'm doing 70 on the highway and it just quits. Had it towed and I'm thinking fuel pump. Got home and found out the pump pressure is reading 0 psi. Swap out the pump and the car will still not start. What concerns me is that the new pump out of the box is only getting about 32 psi when it's calling for about 39 psi. Could the 7 psi difference be the reason that it will not start or might there be something else I should be checking. I'm going to check later on for spark and what not but I may have to send the pump back if that is inadequate.
