99 lhs starting issue

Default 99 lhs starting issue

Okay, I have a lhs. My car would not start so I took the starter out and the nose cone was broken off. I replaced the starter and it still will not start. When I turn the key it does not click, or turn over at all. I bypassed the ignition wire and the car starts every time. So I know that the power wire to the starter is getting juice. I also know that the small wire that tells the starter to turn over is NOT getting juice. I checked all the ignition wires and they all have juice but a black and green which, I put power to it and it sparked so that tells me that it is a ground. I checked all the relays and fuses and still nothing blown. So now I am in the dark and have no clue where to look next. Anyone know something that might help me out?

get a manual and trace down the wires from the ign switch area
