my 07 sebring condenser fan and clutch does not come on .i checked all fuses and relays all of them OK the cabin blower working what do you thing what is causing this. i recovered the refrigerant and charged by weight 16 oz. i am thinking maybe the blower resistor not sending a signal to the computer ????

The "condenser fan" as you call it is the engine cooling fan. You will notice that the radiator is located directly in front of the fan and directly behind the condenser. It is not supposed to come on at all times. Its operation is controlled by the engine computer based on various inputs including engine coolant temperature and a/c load.
If the engine is not overheating then it is operating correctly.
