Default 1996 Sebring Jxi

Having issues with the front seat belts. They are locked up. Does anyone know how to either unlock or know how to remove and replace them?

Was the car in an accident? Were the airbags deployed? There may be pyrotechnical devices in the retractor that have fired to retract the belts. If so, replacement requires removal of the seat and disassembly of the seat back.
If you don't know what you are doing you should not fool around with this stuff. These are critical safety items that should be properly repaired ASAP.

Car was in an accident. seats bought from a junk yard and they stated it was in an accident. Little crummy That they didn't state that the seat belts would be shot after an accident......
