"Well I put on the new tank and purged via the bleed valve,..." I guess you didn't believe me regarding turning the bleed screw.
"...the lower radiator hose never gets hot." Not the least bit surprising since that's where the coolant flows OUT of the radiator, AFTER being cooled. If your mechanic hasn't figured that out then I'd concur with jopizz's conclusion.
