This notification applies only to vehicles built from June 15, 2003 through August 14, 2003. Your vehicle was built on 04-26-2003 so it wouldn't apply. (I'm sorry).

And I do not see any service bulletins that would address the specific issues that your describing and unfortunately, its difficult to diagnose a vehicle's problem via description.

Figured it out! Need a new computer because its not sending power to the relay switch
