2004 Sebring Convert won't turn over

Default 2004 Sebring Convert won't turn over

wife drove her car from one parking lot to another. when she came back out the car wouldn't do anything. I figured she probably had left a light on, so I went with jumper cables. When I got there I tried the key and nothing, no clicks no self test lights nothing. When turning the key the oil lamp would come on but none of the other lamps. The radio wouldn't come on, the power roof would not work. Checked the battery and it is fine. I swapped the ASD relay with the high speed radiator fan relay and swapped the transmission relay with the starter relay. I tried holding the key while wiggling the gear selector (auto) and putting it in neutral. the car has been running ok with the exception of the P303 error that I haven't tracked down yet and about a month ago it ran out of gas twice at 1/4 tank so I'm guessing the fuel sending unit needs replacing. I didn't have my code scanner with me so I couldn't tell if there was anything else in there. I'm just not sure why none of the self test lights would come on or why the power top wouldn't work.
oh and the car does not have an alarm system in it, just the factory panic.

Wild electrical problems are not possible to diagnose in text. I don't think I could even get you close. Scan tools almost always point you in the direction. Start there.

Fuse #8 in PDC
provides power to Fuel Pump Relay, Starter Relay and ignition switch
which in Start position provides power to PCM/TCM

found bad fuse, looked up schematics.

put in new fuse working fine. have to wait to see if it blows again. maybe starter failing
