Default Engine "Ticking"

While my 98 sebring lxi runs it makes an obnoxious repetitive ticking. I have no clue how to fix it or what other issues are causing it. I don't know parts well, but the "rubber pluggy-thingy" on the right of the others that are found on the engine is not going down all the way. Am I running on fewer cylinders because ofthis? Gahhhhh"+#(#-$)$9 if anybody has any advice, please let me know. Thanks!

I have some advice for you. Take it to one of those places where they fix cars and ask the nice man there to listen to the engine make the "ticking" noise. You can also ask him about that "rubber pluggy-thingy" not going down all the way.
Bring some of those green papers in your wallet so you can pay the nice man.

Other than that, based on your description, there's not much anybody here can tell you because I am willing to bet that not a soul here has the foggiest idea what the "rubber pluggy-thingy" is.
