Default help! No start in cold weather

Help! I have a 98 Sebring Convertible. As soon as the weather gets near freezing, the car won't start. We've spent bucks on having it towed and no one can find the problem. The battery is only a few months old and the starter is new. It just won't turn over. As soon as it gets a little warmer outside, it may start.
Any idea what might be wrong? I don't want to have it towed again so the mechanic can keep charging me for labor and not fix anything.

possible connector issue wire issue computer of some sort tap on the pcm while trying to start it.
