Default No start, just did timing chain and wp

2001 sebring 2.7. I am helping a friend, they recently replaced the headgaskets, water pump, timing chain, tensioner. Put it all back together and it ran great. Drove for 1500 miles and sat outside one night at 30 below and wouldnt start. Pushed it into heated garage and still nothing. So i went to look at it and found that only 3 of the injectors had a pulse signal. With the cam sensor unplugged it will run. I had them take the front cover back off and they said everything looked perfect. I am pretty lost on this one. No codes were stored. They did say shortly before the no start it started to idle rough but with a little throttle it would clear up. Hopefully someone has a better idea than i do. Thanks in advance, matt
