Default Rad fans always running

My rad fans are running whenever the engine is running. When I start the car, 30* out side temps (01 convtertible) the fans are on HI, if I remove the HI fan relay , they run on low untill I remove the low fan relay. The AC is toped up and works fine. This happens when the heater is on so it's not the AC demanding the extra cooling. Any help would be great.

hey mike there is also the coolant temp sensor that controls that circuit.check it out see if its not shorted .(greeen stuff growing on wires) also the pcm .do you have codes?

In addition to your temp sensor and associated wiring, and your pcm, your a/c controls can also call for the fans to run. (Assuming there is a malfunction in that system.)
