Yes, a fuse is a likely candidate.
No, most of the time a dealer is not necessary. Most competent automotive repair shops can handle it. (Parts, if necessary, may be "dealer only" items.)
As far as expense... it truly depends on what is wrong. Switches and fuses are not horribly expensive, but tracks and drive motors can be.
Get it working though. SUMMER IS COMING!!!

Side note: If you can't find an Automitive Repair shop that wants to look at it, you might try a High-End Body Shop. They are accustomed to this type of work as well. (Removing headliners, etc.)
