I ran out of gas and filled up and now the car will not turn over at all. Checked all fuses and ran voltage tests on all wires. Even changed out starter and it still will not turn over, any suggestions?

Maybe check your throttle body and clean it if necessary? See if that helps startup.

 

Let's review your terms. When you say it won't "turn over" - that means you hit the starter and nothing what so ever happens. Is that what is happening?
