2014 chrysler 300 the electric power steering pump makes a whining noise all the time when i drive it not just when i turn. I changed the fluid to the oem one and i even switched the pump but still makes this issue. also when i turn left sometimes the steering gets hard for a little then goes back to smooth. This happened after i switched the subframe on the car but i checked the pump is good and fluid so not sure please help.
