I burp it on ramps run till warm then cap it .i squeeze the lines get out bubbles. .after i burp it it comes up to temp right around 204then drops 196 . I drive it gets to 208 then drops 196. About half hour of driveing temp spikes 220,230,240,an so on i shut it down around 250 befoe red light comes on . What am i missing .i bore scopped cylinders didnt see anything out of normal. Holy Cow. Seems like you have done all the right things. Given all the things you have done one hardly knows where to start. If I had to guess on what you are missing I would go with water pump and/or thermostat.

Has the radiator cap itself been replaced? May be obvious but must ask.
