Default step by step if you please

Hello, I have a question as dumb as it may seem. My fuel gauge stays on empty, but I am able to guage my mileage by using the EVIC mode, which to me is an indicator that the guage is not the issue. This means its either the sending unit or an electrical problem. Can someone give me a step by step way to check and see if it would be the sending unit? I have already ruled out the fuses (to my knowledge there is no fuse that would be independant to the fuel gauge) I would like to positively identify the true culprit and get it back to working again. Thank You so much, you guys are awesome
